Rebecca Foster

Rebecca Foster is Director of Social Impact Investment for Mayor Edwin M. Lee, where she is leading the City’s exploration of pay for success and social impact finance and building capital tools to address the City’s housing shortage. She recently spent a year as a FUSE Executive Fellow in the Mayor’s Office of Civic Innovation, and previously was Vice President in Public Sector and Infrastructure investment banking at Goldman Sachs for eight years. At Goldman, Rebecca raised over $13 billion in capital for local governments, universities, non-profits, and utilities around the country, working in the New York and then San Francisco offices. In 2008, Rebecca served as the chief of staff for her department, managing changes to the business’s structure and strategy around the financial crisis.

Prior to Goldman, Rebecca worked in urban development consulting at HR&A Advisors. She also served as an intern at the White House Office of Management & Budget, a Coro Fellow in Public Affairs in New York City, and as a whitewater river guide on rivers across the west. She received her B.A. magna cum laude and Phi Beta Kappa from Brown University and her MBA and Certificate in Public Management from the Stanford Graduate School of Business. Rebecca is a board member of the Mission Preparatory School, a K-8 charter school, and ARTA, a whitewater rafting organization. She lives in San Francisco with her husband and two boys.
